Reducing Poverty and Inequality in Malawi

1.0 Introduction & Objectives

The 'Reducing Poverty and Inequality in Malawi' project, funded by Oxfam Ireland, is currently underway in Mchinji, Lilongwe Rural, and Phalombe districts. This initiative is being executed by Oxfam Malawi in close partnership with CAVWOC, CEWAG, and CYO, in collaboration with the respective district councils.

CAVWOC is specifically implementing the gender justice component in Phalombe district to achieve the improvement of access to GBV essential services and increasing women and girls' participation in decision-making.

Key Strategic Objectives

  • Improving access to Gender-Based Violence (GBV) essential services and increasing women and girls' participation in decision-making.
  • Increasing institutional responsiveness in promoting gender equality and resilient livelihoods.
  • Enhancing household, community, and institutional anticipatory preparedness and capacity.

2.0 Expected Outcomes

Community Capacity

Increased capacity of local community structures on Ending Violence Against Women and Girls (EVAWG) prevention, mitigation, and response.

Women Leadership

Increased representation of women leadership within traditional and district community structures.

TEVET & Entrepreneurship

Improved capacity and economic independence of GBV survivors, especially women and girls, in TEVET and business skills.

Service Responsiveness

Increased capacity and responsiveness of district-level and community-level GBV essential service providers.

3.0 Micro Level Interventions

Micro Level Focus: Community actors demonstrate increased support for the equal rights of women, marginalized, and vulnerable groups.

A. Community Capacity & EVAWG Mobilization

Training of community structures (Women movements, Mother groups, Community Policing, Chiefs, Youth networks, Religious leaders, and child protection workers) in GBV referral mechanisms and development of case flows. Includes supporting quarterly review meetings and EVAWG campaigns to mobilize reporting.

B. TEVET Skills & Soap Making

Building the economic capacity of GBV survivors. In 2024, the project trained 40 women in tailoring and 20 women in soap making to establish sustainable livelihoods.

C. STAR Circle Approach & Agency

Training women and girls using the STAR Circle methodology to facilitate agency, leading advocacy movements, and holding interface meetings with duty bearers on responsibilities and survivor rights.

4.0 Meso Level Interventions

Meso Level Focus: Local leaders and district actors more effectively advocate for the rights, peace, and security of all.

A. Referral Systems & Mobile Circuit Courts

Strengthening collaboration between essential service providers (Police, Health workers, and the Judiciary). In 2024, the project supported legal aid and community circuit courts, conducting 3 mobile court sessions specifically targeting sexual violence cases.

B. Social Accountability & Technical Groups

Strengthening coordination of the Technical Working Group on GBV at community and district levels, and conducting large-scale VAWG advocacy campaigns on key international days (e.g., 16 Days of Activism, International Women's Day, and the Day of the African Child).
