Whistleblower Policy & Accountability

CAVWOC maintains a strict zero-tolerance policy towards fraud, corruption, and unethical conduct. We protect the privacy of those who report violations in good faith to safeguard public resources and community trust.

Definition: A whistle-blower is any employee, volunteer, vendor, or beneficiary who reports activities that they honestly believe represent illegal, dishonest, or fraudulent behavior inside the organization.

Responsibilities: Whistle-blowers act in good faith to identify wrongdoing. They are not tasked with investigating or determining fault—specialized independent boards handle the investigative process.

Unacceptable violations include, but are not limited to:

  • Theft, embezzlement, or financial fraud of donor funds.
  • Billing for services not performed or materials not delivered.
  • Signing allowance claims for activities not actually attended.
  • Unfair favoritism, bribery, or violations of national laws.

Standard issues should be directed to the employee's immediate supervisor or the Executive Director.

Direct Board Escalation: If the alleged wrongdoing involves senior management or the Executive Director, report directly to the **Chairperson of the Board of Trustees** at board.chair@cavwoc.org.

Zero Retaliation: CAVWOC prohibits retaliation of any form against reporters, including termination, wage cuts, poor assignments, or threats.

Confidentiality: Every report is kept confidential. Identity is only shared when absolutely necessary by law or to allow a proper defense during formal legal investigations.
